In Seller Central, go to Advertising, then Promotions, and open the Price Discounts tool.

If You Cannot See "All Business Customers"
You are not alone. In the first week, some sellers reported on the Seller Forums that their Promotions page only showed "All Customers" and "Prime Customers". That points to a staged rollout. Check again in a few days, and if it is still missing, open a case and quote Amazon's announcement.
Two More Notes From Sellers
Two more notes from sellers who have used the tool, which Amazon has not confirmed in writing: the "add" option stays inactive until a Business Price exists on the ASIN, and the number of units you commit may act as a soft cap, with the deal switching off as it nears that number. Treat both as things to watch, not rules.

This is where Business Deals differ from every other discount you run. A coupon or a consumer Price Discount is cut from your public price. A Business Deal is cut from your Business Price, which is already lower. So "10% off" can be a much deeper cut from list than it sounds.

One seller asked whether a B2B-only deal price now feeds that calculation. Amazon has confirmed that Prime Big Deal Days prices are excluded from the lookback for November events, but it has said nothing similar for Business Deals. Until it does, run Business Deals on ASINs you do not plan to put into a consumer event within the next sixty days, and keep a record of every deal price.
Risk 2: Visibility and MAP
Another seller asked whether the deal price is visible to non-business customers, or to price-monitoring services such as TrackStreet and Price Spider. Risk 3: The 31 December Cliff
